Seala said the driver violated Road Traffic and Transportation Law of the Republic of Indonesia No. 22 of 2009. He violated Articles 283, 297 and 311.

Article 297
Anyone found to be driving a motorized vehicle within the meaning of Article 115(b) on the road shall be punishable by imprisonment for a maximum of one (one) year or a fine of up to Rp. 3,000,000.00 (Rs. three million).
Article 311
(1) Any person who willfully drives a motorized vehicle in a manner or condition endangering life or property shall be punished with imprisonment for a period not exceeding one (one) year or a fine not exceeding Rp. 3,000,000.00 ( three million rupees) fined. .
(2) If the act referred to in paragraph (1) leads to a traffic accident with damage to the vehicle and/or goods as referred to in Article 229, paragraph (2), the perpetrator shall be punished with imprisonment for a maximum of 2 (two) years or one Fine of maximum Rp. 4,000,000.00 (four million rupiah).
(3) If the act within the meaning of paragraph (1) leads to a traffic accident with minor injuries and damage to the vehicle and/or property within the meaning of Article 229 paragraph (3), the perpetrator shall be liable with a maximum prison sentence of 4 (four ) years or a maximum fine of Rp. 8,000,000.00 (eight million rupiah).
(4) If the act referred to in subsection (1) results in a traffic accident with serious injury to the victim within the meaning of Article 229, subsection (4), the perpetrator shall be punished with imprisonment for a maximum of 10 (ten) years or a fine of up to Rp. 20,000,000.00 (twenty million rupiah).
(5) In the event that the act referred to in paragraph (4) results in the death of another person, the offender shall be punished with imprisonment for a maximum of 12 (twelve) years or a fine of up to Rp 24,000,000.00 ( twenty four million rupees).
